District’s Five-Year Local Facilities Plan to the GA DOE

Agenda Item – Five-Year Local Facilities Plan
In accordance with Georgia law (20-2-260), in order for a local school district to be eligible to participate in Georgia’s Capital Outlay Program, the District is required to develop and maintain a five-year local facilities plan. Every five years, school districts apply for eligibility for this funding by completing two major requirements: first, report the number of schools the District expects to operate in that five-year period and second, a capital project scheduling plan for same five-year period, (which properly aligns with our voter-approved E-SPLOST program.)
The State of Georgia provides limited funding assistance for capital outlay projects in school districts as determined by state formula. These entitlement funds are awarded as projects are completed. This process is known as “reimbursable” funding, which means that the project (or phases of that project) must be completed first and then the District applies for the allotted reimbursement. The E-SPLOST V budget of $561 million includes a projected $31 million in capital outlay reimbursements.

A plan to replace all temporary educational facilities with permanent educational facilities must be included in the LEA’s local facilities plan. It is to be understood that all needs in a local facilities plan usually cannot be met within the five year life cycle of that plan and that temporary educational facilities may remain at a facility past the expiration of the current local facilities plan.
